May 21, 2004: New Haven Urban Security Initiative
Training Center for Coordinating Terror and Disaster Response
The Yale Child Study Center and Department of Psychiatry are partnering
with the City of New Haven to develop and implement psychologically
informed disaster/terrorism preparedness and response planning for the
City of New Haven and contiguous communities. The New Haven Urban Security
Initiative Training Center will employ a broad base of expertise from
agencies including the Veteran’s Administration, the National Center
for Children Exposed to Violence, the Child Development Community Policing
Program and the State of Connecticut Emergency Assistance Offices to
develop ways to more effectively meet the needs of communities impacted
by critical events and/or catastrophes.
The New Haven Urban Security Initiative Training Center will draw on
routinely occurring smaller-scale events that result in referrals to
the Child Development Community Policing Program as opportunities for
learning and response model development. The Center will also coordinate
disaster and terror simulations to practice models of coordination and
to improve response efficiency. Training and technical assistance will
be presented to a broad range of first responders, municipal leaders,
media, educators, mental health, citizen leaders and primary health
care providers in a series of training situations, table top exercises
and classes. Experts in the field of disaster planning and resolution
will evaluate models of coordinated operations.
